Participants and facilitators at the Baguio City IWRM consultation workshop.

PDRF and the Baguio City Government convened local stakeholders on August 12–13, 2026, for the first consultation supporting the development of the city’s Integrated Water Resources Management Plan.

The workshop gathered input for three connected outputs: the IWRM Plan, an IWRM Catalogue, and a Private Sector Engagement Roadmap Framework. Together, these are intended to guide long-term water security, disaster risk reduction, and climate resilience work.

Baguio is the headwater of several critical watersheds that affect the wider BLISST area. Additional consultation rounds with civil society, academia, and business stakeholders will help consolidate priorities across municipal boundaries.
